Mexico to US, "You Pay, to Clean Up Our Mess!"

Trash Dispatch: Sewage from the Tijuana River in Mexico has been flowing into the Pacific Ocean
for over six decades. And last year, the Health Risk --make that health DANGERS-- had gotten so bad, with both swimmers and surfers complaining of everything from Burning Skin irritations, to Suffocating Respiratory problems, that the San Diego Health Dept. of California, had to Close their Pacific Coast beaches for most of the year.

The solution? A Multi-Billion dollar sewage treatment plant for which, Mexico wants the "United States" to pay for citing; "we don't have the money".

Question: "Should the American Tax Payer, Pay for Mexico's, Care-Less-ness?"
